What a flooring & tile package looks like.
Flooring is the clearest case for measuring by room rather than by building. The finish schedule assigns different products to different spaces, and a single blended rate across the floor plate hides both the expensive rooms and the cheap ones.
Each room is measured to its own product, then underlayment, levelling compound, membrane, adhesive, grout, transitions and base are added by area and linear foot. Pattern, tile size and layout direction drive wastage, so wastage is set per product rather than globally.

Yes, against the finish schedule, so each space carries its specified product. Averaging across a floor plate is the single most common source of error in a flooring package.
Per product and pattern. A straight-lay 12×24 tile and a herringbone mosaic do not waste at the same rate, and diagonal layouts carry more again. Each carries its own percentage in its own column.
